The Bolivar Investment Group is a commercial real estate development company comprised of entrepreneurs with more than 100 years of combined experience focusing on commercial real estate development, residential and commercial construction, architectural and engineering services, restaurant development & operations, business operations, and sales promotion marketing/advertising industries.   The principals have completed numerous real estate developments in Houston, Beaumont, and the Bolivar Peninsula, with their most recent developments located in the Crystal Beach area.

Thomas Juliano

Tom Juliano, a successful Hospitality Executive with over 40 years of experience developing and operating some of the nation’s most prestigious 5-star luxury resorts, has joined the Bolivar Investment Group management team as a partner. Tom’s primary role will be in overseeing the continuing strategic planning and development of newly established Peninsula Beach Resort, a 110-acre full-service luxury resort located on the Bolivar Peninsula, Texas. Tom’s successful career began with Westin and Marriott where his strong operational experience and leadership skills led to the development planning and operations of top brand name resorts including Rock Resorts; Vail Ski Resorts-supervising Keystone and Breckenridge resorts; Silver West Hotel Partners – Hawaii and Texas properties; and the 2,000-acre Paraiso
del Mar, La Paz Mexico, one of the most successful real estate projects in North America. The majority of his storied career has been in Hawaii supervising luxury hotels and resorts including the world-famous 23,000-acre Kapalua Resort and 5-star Ritz Carlton- Kapalua; the famous Kea Lani Hotel and Resort; Aqua Hospitality’s Modern Honolulu; and supervised over 3,000 condominiums for Aston Hotels in Hawaii. Tom recently retired from the Cote Family Companies, where he designed and developed an additional $90 million in amenities and real estate to luxury resorts in Minnesota and Arizona, and served as CEO and Board Member.

 

Jim Hayes

Mr. Hayes is a founder and principal of the Bolivar Investment Group that owns and operates 1500Hwy 87 LLC, the master developement investment group developing the 110-acre Bolivar Beachside Resort area. He has managed the acquisition and sale of 10,000 acres in Galveston and Chambers Counties, Texas. He is the Founder and co-manager of the Gulf Coastal Plains Mitigation Bank, which provides mitigation credits for projects located along the Galveston-Houston waterways. In addition, Jim Hayes has over 40 years of experience in the founding, managing, and financing of other professional services, real estate, congregate care, distribution, technology, medical, mining, manufacturing, utility, and financial companies. He is a CPA and holds a BBA from the University of Texas and an MBA from Lamar University.

 

Michael Wiglesworth

Mr. Wiglesworth switched from his highly successful Marketing & Advertising career on Madison Avenue to joining the team. His 30-year career culminated in senior-level positions with the world’s largest advertising agencies, including J. Walter Thompson/WPP, where he garnered dozens of marketing awards for clients Coca-Cola, Burger King, Visa, Coppertone, Seagram’s, Sam Adams, Popeyes, KFC, Quaker State, Dryer’s/Nestle, Safeway, USOC, Lowes, Home Depot, Phillips Lighting, Simon Malls, and WaWa C- Stores.   In 2006 he relocated to Houston, Texas, to concentrate full time on his developer avocation and founded Dreamscape Builders LP to design, build and develop award-winning residential spec townhome developments. His most recent Dreamscape Modern residential Art Colony development has won several modern architecture design accolades featured in the national and local press and TV. He has now focused his building and marketing expertise as a co-founder and principal of the Bolivar Investment Group and his own residential beach property development on the Bolivar peninsula. Tom Harrison

Mr. Harrison is a co-founder and principal of the Bolivar Investment Group. Tom brings over 40 years of experience in construction, operations, management, business finance, and design/build. He has held positions in several companies as owner, Founder, co-founder, and president. Mr. Harrison is the Founder and president of ALLCO LLC (allo.com), a privately held, diversified construction company specializing in commercial, high-rise buildings, utilities and infrastructure, highway and heavy construction projects. Headquartered in Beaumont, Texas, since 1985, ALLCO has completed over $3 billion in new construction and has a $400 million bonding capacity. Mr. Harrison also developed and operated the Bolivar Utility Services Co., which provides wastewater treatment services to Bolivar Peninsula. In addition, he has served on the board of directors and had affiliations with Parkdale Bank, Lamar University, Associate General Contractors, and the Houston Contractors Association. He holds a BBA degree from Lamar University and resides in Beaumont, Texas.

 

Curtis Hampton

Mr. Hampton is the Founder and president of Cobalt Engineering and Inspections, LLC. Curtis brings over 24 years of ground-up residential and commercial construction, starting as a site supervisor on 100+ houses and commercial structures with extensive experience in concrete and piling foundations as well as wood, and steel frame construction, all types of exterior components and cladding, plumbing, wiring, and interior finishes. After graduating and obtaining his Civil Engineering professional license, Curtis started his firm based in La Marque-Texas City offers a wide array of engineering and technical services to integrate, simplify and expedite the laborious construction process. He expanded his business in multiple states within a relatively short time, including Texas, Louisiana, California, and Florida. Cobalt is essentially a turnkey one-stop shop offering fully integrated Civil, Structural, Mechanical, Electrical Engineering, Architectural, Surveying, and Cost Estimating professional services. Additionally, Cobalt is state-certified on windstorm and IBHS Fortified Home Construction which is paramount to all Bolivar Beachside with development expertise ranging from sanitary and storm sewer, foundation, site design, drainage, utilities, as well as building evaluation for damage, risk assessment, code compliance and a multitude of pre and post-construction engineering services. Curtis holds a degree in Civil and Structural Engineering from Texas A&M University.


J.W. Turner

Mr. James “J.W.” Turner is a Principal and Managing Member of Bolivar Investment Group. He is also the founder, President, and CEO of James W. Turner Construction, Ltd. (JWTC) (jwtc.net), a privately held residential construction company specializing in single-family residential construction for both private development and HUD CDBG-DR postdisaster recovery programs.

Mr. Turner is a Graduate Master Builder with more than 42 years of construction and real estate development experience. Over the last 42 years, he has expanded his business into 7 companies focusing on multiple aspects of the housing industry. He leads his organizations with multiple skills covering many fields including business development, organizational management, and customer service. His passion to produce a quality product, together with his vast construction knowledge and experience enables his companies to make a significant difference in large-scale development and post-disaster construction programs.

JWTC is headquartered outside of Houston in Tomball, Texas, and has an extensive resume of private home development, as well as temporary housing, residential repair, rehabilitation, elevation, reconstruction, new construction, and maintenance activities in pre- and post-disaster recovery environments. JWTC’s bonding capacity is $750 million and has completed almost 40,000 housing and development projects of various types. JWTC’s volume of work covers 850 miles of Texas Gulf Coast, in addition to work in Louisiana, Florida, North Carolina, New York, New Jersey, and Puerto Rico.

Mr. Turner holds a BBA in Management from the University of Texas of the Permian Basin and a degree in Mathematics from Midland College. He holds general contractor licenses in multiple states and is highly specialized in building coastal communities requiring expertise in windstorm requirements and building resilient homes. He focuses on being involved in the community and creating local opportunities in the communitieis in which he builds.
